So how are they able to get such low prices? Sounds Scammy?

Let us share a little secret - travel agents get special rates with their systems. These are directly provided by the airlines for these agents through a GDS (Global Distribution System).
The price reduction could range from approximately $5 - $300
compared to public rates. They can also get special rates if you book together with hotels or excursion packages. It's called
ITX fares (Independent Tour eXcursion air fare)
Apart from that, agents are able to hold seats in classes
up to a certain time period.
Even though you are offered Economy Class, Economy Plus, Business Class & First Class through online booking options, through the GDS, economy are split into further classes.
Here is a picture of how one of the GDS systems called Amadeus looks like
let's say economy has O, Q, N, S, and a few other classes under economy class only. Each airline has a different order of letters for Each class(not something for you to worry about anyways).
But for this example, let's take British airways
flight BA|JL 5162. -
"O" Class could be priced at $989, "Q" class could be priced at $1239, "N" Class could be priced at $1559. But all these are under economy class.

Let’s say O and Q class sells out as per public site fares but through the GDS, agents can hold seats from O class or Q Class for a certain period of time. not for too long cos they can get a penalty for doing it, yet travel agents have a way to work around it.
So agents can still sell these seats for the same price of $989 or for $1100 as they wish because Google Flights may show
$1559 for "N" class as the available price for the same flight.

Most online flight booking platforms are live prices on available seats. By speaking to agents, you can get better rates given they are either provided special rates through their system or they have seats reserved from lower fare classes. Not saying you always get better fares when you speak to live agents either. Sometimes online wins, but in most cases live agents could win that could save you hundreds of dollars.

Sometimes you get connected to direct airline partners and not a travel agent.
